ESXi Dump Collector with no firewall rule?

I'm running ESXi5.1 on multiple HP BL685c G7 blades in a cluster connected to a 5.1 vcenter server which I installed the vsphere ESXi Remote Dump service to. I configured my host profile to enable the remote dump collector settings on each host and have confirmed that it is enabled and pointed to the vcenter server. However, when I get to the part of this guide

where it describes how to validate the firewall rule is enabled returns a failure that it can't find the rule.

# esxcli network firewall ruleset list --ruleset-id=netDump

The strange thing is even without this rule, when I initiate a dump manually the file is successfully sent to the remote server. So it works, but I don't have the seemingly necessary firewall rule. Is this normal? I found another thread about how to manually inject the firewall rule so that it will be retained after a reboot. Is this necessary? If so, why are these instructions not included with the vmware provided ones?
