Most of the machines are not consolidatable

Hi,

I am conducting a capacity assesment at client site where most of the machines are running Windows 2003 OS. Almost 90 % machines are showing as "consolidatable false". Only 2 machines are showing "consolidatable yes".

Can anybody tell me why is this happening and how to correct it.
